The Water-Gutter Edge
As I was testing the fit of the deck, it occurred to me that the water gutter edge was higher than the bulkheads that the deck would be laying on.

The Problem
As the water gutter edge was higher than the bulkheads, if the deck was laid as it was and screwed down, the edges would be lifted up. To fix this, the entire circumference of the deck would have to be sanded to accommodate the brass edge of the water gutters.

Lowering the edge
Fortunately, the aircraft plywood was made of different colors laminated together. I was able to sand using a sanding drum on my hobby tool down to a certain depth, until a dark brown layer of wood was revealed. This made it relatively easy to do, but lots of dust and time consuming.
